Led by attorney and reserve lieutenant colonel Avital Ofek, Seder Chadash has run since 2019 on changing Israel's system of government. Voters would elect 120 MKs in twelve regional districts and directly choose a prime minister limited to two terms. Eleven professional ministers from outside the Knesset would face parliamentary oversight. The party wants a referendum on the new system and a written constitution protecting basic rights. Its judicial plan keeps constitutional review while limiting High Court jurisdiction and replacing political involvement in judicial appointments with professional selection. It argues that transparent budgets and less coalition bargaining would free resources for public services.
