Born in 1957, he spent about a decade as secretary of the Rekhasim local council, holding its education portfolio. He headed the council for Degel HaTorah from 2003 to 2008 and from 2013 to 2018, and returned for a third term in March 2024 after winning the local election by 77 votes.
